KING COUNTY—
John Carter, an accused rapist, is behind bars. The US Marshall says the Pacific NW Fugitive Apprehension Task Force caught Carter in Florence, Oregon.A $5 million warrant was issued for Carter. Carter is accused of raping a woman in Covington, and has a history of assaulting a number of women.
Detectives believe Carter lured the woman he had known for several years to a house. Once there, he sexually assaulted her at knife point for hours.
Shortly after the assault, he then forced her to drive to a 7-11 in Renton and withdrawn money from her bank account at an ATM. The woman refused to get back in the car with the suspect and he left in her vehicle.
Carter is currently on supervision from a 2007 conviction where he snuck up on an unknown woman in the Southcenter Mall parking lot and held a knife to her throat. He told her not to scream or she would be "hurt". The victim screamed anyway, so Carter cut her before running away.
Carter's also known for escaping. Back in 1979 he walked away from work release with a bunch of other inmates, then kidnapped and raped a woman. Later he also escaped from McNeil Island by stealing a boat.
The Department of Corrections had issued an Escape from Community Custody arrest warrant for Carter. He has additional felony convictions for Forgery and Auto Theft.
